Afghan Delegation Holds Bilateral Meeting with Azerbaijan’s Minister of Ecology and Natural Resources

25th Dhul-Qa’dah, 1446 / Russia

An Afghan delegation, led by Mawlawi Matiulhaq Khalis, Director General of the
National Environmental Protection Agency (NEPA), held a bilateral meeting in
Russia with Mukhtar Babayev, Minister of Ecology and Natural Resources of
Azerbaijan and Special Representative of the President.

At the beginning of the meeting, Minister Babayev welcomed the Afghan
delegation’s participation in the 11th International Congress of Novosibirsk
and described it as a positive and impactful step.



Mawlawi Khalis expressed his gratitude for Azerbaijan’s cooperation, especially
for the invitation and participation of Afghanistan in the COP29 conference
hosted by Azerbaijan.

He also requested Azerbaijan’s support for Afghanistan’s participation in the
upcoming COP30 global climate conference to be held in Brazil, as well as for
facilitating regional and international engagement, signing environmental
cooperation MoUs between the two countries, and supporting capacity-building
programs.

Minister Babayev assured full support for Afghanistan’s participation in
international forums, the signing of cooperation agreements, and joint
capacity-building initiatives.

In conclusion, both sides emphasized the importance of strengthening
cooperation and coordination.
